Where can I ask questions about tools and materials for newcomers?
-Regarding rules and regulations I have read all btw-
Just need a good head start where and which should I go post or ask for such questions.
With all due respect, with much misguidance,
kinda hard to know where the headstart is ^^;

There is many postings previously related to your questions. You got to read thru.
Some good info like SwatUnit thread about finding material, mod tutorial etc. Tools required etc. Judge for yourselve which one suit your level, money hard earn decide wisely.
