Nope. It's the Imperial Japanese Navy, Captain Seiichi Ito, Commander of the Biggest battleship in the world 'Yamato'.

Oh yeah, the IJN... There was an IJN character in that anime Zipang, which was about a Japanese AEGIS-equipped warship timewarping to circa 1942.

Didn't get to read the stars clearly on the shoulderboards, but damn, that's a fine piece of uniform out there indeed. Where did he get the shoes? From here it looks like an SAF No. 3 shoe painted white.
